The Panthers made some roster moves Monday, signing linebacker James Anderson and safety Nate Salley to restricted free-agent tenders. Both played mostly on special teams last season, although Anderson had two tackles against New Orleans after starter Thomas Davis briefly left the game with a sprained neck. Anderson is in his fourth season out of Virginia Tech. Salley is also entering his fourth year and played at Ohio State.
