The Panthers play their second preseason game tonight at Philadelphia.  The Panthers outlasted the Indianapolis Colts 23-20 in overtime last Saturday at Bank of America Stadium.  Starters played about a quarter in that game and could play the first half tonight.  Quarterback Jake Delhomme was on the field for two touchdown drives against the Colts but attempted only one pass.  Delhomme is still working his way back from Tommy John surgery.  Wide receiver Steve Smith is not expected to play after suffering a concussion against the Colts.  Kickoff is set for 8:00 p.m. The game will be televised by FOX.
